Roster Sizes

Hello - Hope someone can help me understand... I have a fictional 16 team league using financials. I am in Commisioner Mode and the regular roster size set at 25 and the expanded up to 40. I've noticed for the entire 8 fictional seasons that in Spring Training all the PC controlled teams max their rosters to 40 players. All the teams drop to 25 for the regular season, but when the roster expands on Sept 1 all the teams recall only 32 players for the remainder of the season (in addition they all have 40 'protected', but they all leave 8 in the Minors). Why is this ? I am currently at work and can't access the Manual (if it's explained in there) Thanks !
