Reserve Rosters vs Minors and impact on drafting

Hi all,

Curious about something. I have long seen people post that players develop more realistically with minors turned off and just a reserve roster than actually running them through the minors. And that's how I've run my dynasty. But I notice that the computer GMs draft very foolishly, often overloading at a particular position. So I'm wondering, does having minors off make the computer GM draft the best player available regardless of position, since it doesn't have to worry about filling specific roles at minor league levels?
