Running the expansion draft

How can I choose the players for the teams that are part of the expansion draft?

What I want to do is run a league have it expand at a certain year and then take over that expansion team before the draft so I can do the draft.

After you expand, you will get a menu option in the League Menu for Exapnsion Draft, much like other drafts in OOTP. In commissioner mode, you can fire yourself from your current team, then make yourself the manager of the expansion team you want. Then conduct the draft as you would any other draft.

So it is essential that I be in commissioner mode as well as be on a team? Right now I listed myself as unemployed

Well, you could see if the expansion team offers you a job after the expansion. Or you can just make yourself the manager of the team you want in commissioner mode. Commissioner mode just makes that part easier. You don't not need to be in commissioner mode to draft if you are the manager.

Or if you want to draft for a team without being the manager, then you can do that in commissioner mode using the 'Act As...' feature at the top right of the screen.
