Possible to Edit Scouting Report Language?

Is it possible to add more phrases to the scouting report information? I know it won't impact the game, but it would help give the players a little more flavor I think.

This might be in the english.xml file.

Wasn't there an editor a while back for the XML file? I remember one a few OOTP versions back, maybe in 2006 or 2007. What happened to that? Did it become outdated?

It is in the english.xml file. This line starts it (and it continues for a while):

- <TEXT_CATEGORY id="440">

You're probably going to have to figure out what each id refers to. I suggest copying lines and changing the text. But make sure you save a backup of the XML file before starting!

EDIT: It looks like that text is grouped by Categories in the XML file, and I'm not sure what the ID means... I'd guess each one has to be different? Prehaps someone with more know-how can help.
