Question onratings for minor league players

Dear Anyone,

Are those ratings (I do use a scout) based on their skill level relative to the minor league they are in or based on the major leagues?

I believe the ratings are relative to the ML level. For example if you have a guy with 60/100 contact in A he should be able to at the ML level. It doesn't mean he has a 60/100 based on all the other players in A.
