League Creation Questions(Feeders, PCMs, etc.)

So I am trying to set up my first fictional league that I am going to play out. I have a 12 team league in the United States, that will expand over time. How many HS and how many College feeder teams should I have to fill up a five round draft? When I expand, what is a good rule of thumb to follow in terms of "if you expand by x teams, add this many feeder teams?"

Within this league, I plan on having a couple international leagues running concurrently in Japan and possibly some other countries. I'd like to create these leagues with lesser players, preferably based on their strength of baseball in that country, but it doesn't have to be like that. Ideally, I'd want a small amount of Japanese players be able to make the jump to the U.S. and an even smaller amount of other countries players to be able to do it. What should I set those leagues PCMs to for this desired effect?
