Strict rotation order plus spot starter as needed

This game still doesn't have a pitching rotation mode with a basically strict order, but insert a spot starter when the rotation is tired, and slide the regular rotation back a day. None of the current options do this.

Why not?

This is needed both for online leagues that sim more than 7 days so you can't anticipate your starters and hand place them in 7 day lineup, or for any solo league AI teams to handle their pitching better.

Playing pseudo historical with double headers in the schedule, teams need that spot starter to do one time insertions into the rotation.

All quite true. In fact, I think it's reasonable to assert that the way the game uses spot starters is simply wrong. It's something of a puzzle why fixing this has never been on the list, but there it is. I don't expect it to be fixed in OOTP11.
