Expansion Team Amateur Draft Question
It's my understanding that historically (at least I believe in 1993 and 1998) when MLB expanded, the expansion minor league teams are set up a few years prior (to start developing their players early) and they also get the first draft picks of the year. Is this correct? How many years prior to them entering the MLB does this go on? 1-2? Does anyone have any idea on how could this be worked into OOTP?

I know it was handled slightly different in 1993 and 1998. The Marlins and Rockies started a couple lower level minor league affiliates in 1992, and picked 28th in the first round in 1992, the Rockies 27th.
The D'Backs and Rays picked last in the first round (before the supplemental picks) in 1996 and 1997. I don't think that would work well in OOTP using auto expansion. I imagine you could create a new team prior to the amateur draft, but don't schedule games. Have an affiliate at the minor league level you want them to play at, and after the draft move all the players to the minor league team or teams. After the season remove the affiliation from the minor league team, delete the placeholder team, expand and then affiliate the real team with the minor league team.
