Question about scouting budgets

What exactly does putting more money into scouting actually give you if you have international signings turned off?

Obviously it gives you ratings on players in the league and in the minors... but what's the difference in spending 5 million on scouting vs. spending 2.5 million? Is there a noticeable difference in the information you're going to get, or is it a waste of money?
