European League Setup Question
I'm planning on expanding my real world league (dynasty) to include a fledgling European league. This will be a precursor to eventually including a World Baseball Classic like event.
My plan looks like this: The main league will consist of 16 teams, each based in the 16 largest capitals in Europe. Each team will then have a "AAA" level minor league club, that will be placed in the second largest city in their country. Teams will be restricted to using players only from their countries. No trading, no drafts, but FA will be enabled. In order for each team to have enough players to compete, rather than have a reserve roster, I've decided to give each country their own minor league, that will mirror the actual baseball system in that country. Where I'm running into problems is with the minor league system. Everything is setup and running fine, from a schedule/finances aspect. The rosters, however, are confusing me. I assumed that since the parent league allows no foreign players, the minors would follow accordingly. I've set all the minor league teams to be in the correct countries with actual cities, but yet their rosters end up being a multi-nationality mess, which leaves teams like Greece and Ireland, which only have four minor league teams with not enough "citizens" to populate their top two minor league teams. Anything I might be missing, or is this too ambition of a project for OOTP to handle correctly?

In theory, as far as I can tell, you shouldn't be seeing foreigners in your minor leagues as parent league roster rules are supposed to apply to them as well. I'm curious as to whether this just isn't working properly or if it is a world creation problem on your end with the game not generating enough minor league players in each country for their home leagues to draft/be assigned.

Not sure of a proper "solution", but what I did do was just to schedule an Inaugural Draft and the teams drafted based upon nationality, so it fixed it.
I'm going to sim a few dozen seasons now and see if it works.
