MLB with 24 teams

Why can't I figure this out? I'm trying to do a fantasy draft with 24 fictional teams but real players. How do you do this?

One of the ways I do it is to start a historical league (What ever year), go into game setup change the names to what you want or have them randomized. Schedule a fantasy draft also in the game setup. Now make sure that you uncheck the box auto expand. (this is a must or it will change your setup to what it would be) If I'm wrong or one of the vets has an easier way, hopefully they help out. (There are some really great people on this board always willing to help)
