FA Compensation - Good/Bad thing?

I am contemplating starting a league but have some issues with FA compensation.

I would like some opinions on it. It seems to work well in larger leagues (25+) but I am in a league right now where there are 16 teams and we have something like 48 sandwich picks. These picks have created a weird effect - by the time the second round comes along, the team selecting with the #1 2nd round pick is left with a bunch of 1 star players. In addition, there's a good 10+ Type A's out on the free agent market and we're past opening day.

Are there draft pool settings that can counterbalance this? With a smaller league I am starting to believe we'd be better without it sometimes.
