Spring Training Ratings Questions

I'm starting my third season in OOTP 10 and I never really noticed before about Spring Training and how it may or may not affect player ratings...

I'm aware that players need to shake off Rust as they play in Spring Training.

Does this mean that a player's ratings are shown to be reduced from their actual value until the "Rust" is worn off or until Spring Training is finished, after which the player's real player ratings return to where they were?

I ask because I had a bunch of players with great current and potential ratings from the past 2 seasons and traded for several players with solid current and potential ratings.

And then once Spring Training started, most of all my players took a noticeable hit on their current and potential ratings.

Last season's Spring Training didn't have much change, but I didn't take to mind to notice "Rust" or if ratings returned to a few player's whose ratings had changed during the start of Spring Training.

What I think happened in this instance is during the Preseason before Spring Training, I increased my scouting budget and adjusted the scouting percentages, but my guy has A+ scouting ratings for major leaguers so I didn't think his scouting reports would've altered much for my big leaguers. But I guess I was wrong.

But anyways, while I think that is the reason, I am still curious if Rust visually affects player's ratings until the end of Spring Training or is it a temporary hidden performance hit percentage until the Rust wears off, thus not the reason for the change in a player's current/potential ratings.

I play all my Spring Training games and haven't been playing regularly lately, so I'm still a ways a way to find out for myself, but I'm curious if anybody knows the answer.

There is no global ratings change associated with ST in my experience. I see ratings changes on the calender flip each year on Jan1 but otherwise I see only individual ratings changing rarely.

What is your talent change randomness setting? It can affect the visibility of these changes. Mine is 15.

My talent change randomness was on the default setting of 100, which equates to "Average".

Hmm, so my thinking is it was either just the "random" change or perhaps it was my tinkering of the scouting budget and allocation of funds.
