question on budgets

with owner controlled budgets, is there any thing you can do to increase that budget. i took over a team and for five years we are at the bottom of the list in budgets while the top teams have almost twice as much room as me.
so will these ideas have any bearing on the owner controlled budget. we have won 80+ games 2 years and in the 70's the other seasons. our best finish was 4th 2 years ago.

1- just win winning puts butts in the seats which equals $$

2- sign players that are popular to raise fan interest we are currently in the low 50's out of 100.

3- i have been frugal with the budget as the good players tend to go very high. so i may be at 65% of possible budget in payroll, if i spend more up to the budget i was given will that have any bearing?

those are my ideas. i am wondering about #3
