Farm system pitchers too good?

I am embarking on a replay starting in 1920 (Opening Day is tonight). I started a league with free agency in 1917 and let it run to generate some minor leagues and free agents.
I took over the Washington Senators (I like a challenge) after the 1919 World Series (Tigers beat the Cubs ... no hint of a scandal yet) only to find the ENTIRE 10-man AAA pitching staff rated as "Ready for the Major Leagues."
At the risk of looking a gift horse in the mouth, I'm thinking a) it's some weird glitch having to do with pitchers getting a taste in Griffiths Park (notorious pitchers' park) so their numbers are wrong or b) I have a really, really bad scout.
I have no hitters at AAA (using ghost players) and just three at AA, none of whom are rated worth squat ... which is what I expect from the Senators.
Anybody seen anything like this?

Is this a Lahman historical import?
What is the first year of your league (1920?)

Could be bad scouts (to test this turn scouting off and look again)

Could be the Lahman import as it does not adjust for a pitchers park.

Could be all Walter Johnson clones under assumed names.

It seems to be an overoptimistic scout, as the AAA team isn't pitching a lot of shutouts. On the other hand I'll find out soon enough as the 1920 Senators are not particularly deep in pitching (or hitting, fielding or baserunning) at the ML level, so I'll be doing my first callup tonight. Watter Johnson is 4-0 for an 8-11 team. If Walter is the Big Train, the rest of that rotation is the Little Red Caboose.
