Timing of Rookies' Import

If you do not choose to have an amateur draft (have the rookies come into the league with their original team), when are they imported. What date or event triggers the import?

They are added to their real life teams on the first day of the preseason.

I recommend downloading the OOTP manual, because it answers just about any question you could have.
