Filling Draft with fantasy players

I started a league with the 1967 teams. I set it to import historical rookies and hold a draft so it would not put them on their original teams. I set it for 20 rounds of the draft, and thought it would generate enough fantasy players to add to the historical ones to complete the draft. However it did not do that. It added the historical rookies then ran the draft till all the players were taken.

Is there a way to get the program to generate the extra players needed to fill the draft pool after the historical rookies are imported?
