Game creating fictional players

I have been playing historical leagues for many years now and all of a sudden a new situation has arisen I am getting fictional foreign players being created. I have noticed them popping up as rookies. I have ghost players enabled and as always I have it set as no limit on foreign players but I thought that would not let any historical rookies that were foreign not to be imported. I am not using minor leagues just a reserve roster. If I shut off the no foreign players will that not allow historical players that are from foreign countries to be imported.

I have now turned the ghost players off since I have no minor leagues. This is the first time I have not used minor leagues. What am I doing wrong.

Do you possibly have "Create and maintain hidden players" selected?

I think it's on the "player picture" or "AI options"...

I can't remember which tab, I'm at work without the game.

This would create fictional players from different countries to be found by scouts.

Not sure as now that the league is in its 10th year it is not allowing me to edit that so I may have that checked. I may just create a new league but as OOTPx is only about a weak away I just might play the game out
