BZ 3094: Scouting reports (rating values) with scouting off mismatch with player profile

Now that we can peer directly into the players.dat file, I can confirm that this is in fact a bug. The datafiles store two ratings for each player: raw ratings and a derived rating. (For example, this is why we see a different stuff rating in the player editor versus what we see everywhere else, because everywhere else the pitch velocity is also factored in...)

Well anyways, the scouting report is storing the raw ratings, which is why people are seeing a disconnect...
