BZ 3142: Special characters in cities.txt
The special characters in cities.txt are not displaying correctly for me, although the cities.txt from ootp9 do seem to display the right way. Here is an example from OOTP10

I opened cities.txt with a text editor called EditPad Lite and found it was encoded as UTF-8 (Unicode) while the other text files seemed to be encoded as Windows 1252: Western European. I converted cities.txt to Windows 1252: Western European and created a new game. That fixed the display of city names using correct characters.

Font Issue - Special Characters
I'm seeing a problem with font displays for cities in Central/South America, most often vowels with the little accent marks over them like á or é (I know there's a term for those, forgive my cultural ignorance). The display looks like an HTML tag like you'd see in a website URL for that character, rather than the actual character. I would guess this is also a problem for player names. Can we fix the font to show these characters correctly?
