BZ 3137: Financials.TXT Issue

I think this goes along with a post I made in the gen forum as well as a logged bug involving incorrect import of financial settings. I have found that the 2009 line in the financials.txt is missing the "cash maximum" value. I'm not an expert but I think maybe this is causing the problems. I went into the file and added a value close to 2008 and re-simmed a test and it seems to be working.

Also, I've noticed that the "poor player, average player etc... values are all extremely low. It doesn't matter as long as the min salary is ok, but still could be causing problems.

I'm using the mac version.
