BZ 3203: Budget calculation error
I have seen this in two instances:
At announcement of new budget when a team's media contract increased from the previous season, the new budget does NOT include the media contract, resulting in an abnormally low budget for the coming year. |

So the new budget doesn't include the new media contract at all or it doesn't include the difference between the new one and the old one? What happens in the following season?
