I went back the other day to re-test this to make sure it was still true in OOTP-X since I know this was the case in previous versions but did not want to assume. All I did was manually edit the ratings of a player then export it to the ftp server. When I imported the team file on the commish PC, the player was moved to the level I placed him at, but his ratings did not change to what I had set them to. So in my mind it verified what I was saying, for someone to modify player ratings, they have to do so on the commish's computer or the commish has to re-download a league file from the server after someone modified ratings and re-uploaded the file.

Alan, that was a good experiment which answered an important question.

Thanks for taking the time to do at, and for sharing your conclusions.

That eliminates one danger which might have arisen, if a league's password was cracked.
