Scouting Countries

I have all of my scouts scouting various countries in their task list. So far I have played a full season and went through winter and at the opening of spring training and they have not recommended any players.

Am I getting the concept wrong? Arent they supposed to be uncovering talent and recommending players, or does this take longer to happen than a year and a half?

See if it's on this list. Also, bear in mind that if you are scouting in nations with low baseball quality, your finds will be few and far between.

I am a manager, not a comissioner. Checked my global settings and "Create and maintain hidden players" was not checked. However there is no way to check it (its whited out). Is there a way to check it off, or do I have to start a new game from scratch?

Sorry to say, but it's new game from scratch. That's one of the few, if not the only, option that cannot be changed after a game is started.
