Not during the season! I would normally expand before Free Agents file (but after the offseason begins), so that expansion teams have an opportunity to sign Free Agents. And if you've scheduled your amateur draft for a strange time in the year, like late October, I'd try to expand before then so that the expansion teams get a draft choice. Those would be the main issues for me.

Assuming a standard setup (162 game schedule starting on April 1, draft on or near June 15, playoffs starting around October 1), the best and easiest time to set up expansion teams is after the free agents file, but before the Winter Meeting. This should be sometime in November. You'll have the advantage of being able to sign some free agents, along with making a few trades (don't expect much, unless there's fewer than 20 protected players per team). Try to do it as early after they file as possible, otherwise you'll get oddities like players being signed, left unprotected, and then drafted.
For a greater challenge, set up the exapnsion teams on January 1 (or anytime before the preseason - for standard setups, this starts in February). There won't be much left on the free agent market, so you'll have to rely on the guys that you pick up in the draft - at least for the first year. |
