You can adjust the frequency with which injuries occur. To do this, open your league. Then click on League Options button on the bottom of the screen. After that click on the Global Setup tab on the left side of the screen. Midway down that page you will find an injury frequency drop-down menu.

You can adjust injury frequency, as looneyluden says. If instead you want to adjust the severity of injuries, you'd need to edit the injuries.txt file. If, say, you want to reduce the duration of severe injuries, you could open injuries.txt in a text editor (save a copy first, and put it somewhere else on your hard drive), adjust the injury durations downwards for the more serious injuries (the first two numbers in each line are the min and max injury times), and save the file. The next time you launch OOTP, it will use your new injury settings. I can help you out if you want to make changes to the injury database- just let me know what result you're trying to achieve.
