Coaches off means that all coaches are average, so your prospects will still develop (just without any special boosts from having exceptional coaches). Be warned- just like in real life, many prospects do not pan out in OOTP, and it is partlly luck who turns into a star and who becomes your A-ball bullpen catcher. Two things (at least) are important to prospect development:
-make sure your prospects are getting regular playing time (the exception here would be young, raw prospects, who might belong in rookie or short-season A ball- better not to call them up to a full-season league if they're not ready);
-make sure your prospects are playing at the appropriate minor league level. If they are really struggling, send them down a level; if they are dominating, send them up one. You can definitely hurt a prospect's development by putting him in over his head or by not offering him enough of a challenge.
