Ratings: Potential Lower Than Actual

I am playing with 2007 Cubbiefans rosters, scouting turned off. (I believe this means that I see true ratings.)

Oftentimes players will have actual ratings that are higher than their potential ratings. Not necessarily "overall", but many times as it relates to contact, gap power, stuff, movement, etc.

What does this mean?

means they're about to go down in actual ratings. Time to move the player.
