If you are talking about all trading, it can be disabled on the Rules page, as below.
On the other hand, if you are talking about preventing the AI teams from trading among themselves but still allowing you to initiate or receive trade offers, I don't think that is possible unless you are in control of every one of the teams in the league. |

Your best bet might be to set the trading frequency to 'very low' if you still wish to initiate trades yourself.
Or switch it to 'off' (as Yankees pointed out above), then turn it on briefly every time you want to initiate a trade. You could even do both things, thus reducing the chance of AI trades occuring during your brief trading windows. Your other option might be to switch trading 'off', then simply assign players to the teams where you want them. Most of those options will require you to be in Commissioner mode.
