Historical Potential Ratings

Everytime I set up a historical league in OOTP 2007, the potential ratings don't show any potential growth in the players. There is at most a 5 point difference between actual and potential ratings. How can I fix this?

I've been using Gambo, but have had the same problem with Lahman.

Do you have auto-recalc on? That'll keep guys from changing too much, if at all.
