a rather new-to-the-game question

If you create a fictional league can you add additional managers to your fictional universe? My brother was recently asking me if he could apply to take over a team in my fictional league but I'm not quite sure if that's possible.

I work a lot... and when I travel for work I have a laptop that doesn't have OOTP on it unfortunately. Limits me like you wouldn't believe.
