expansion / fa / trade Q

I'm using the 08 version of cubby's rosters. Trading is set to Avg frequency, Hard setting. I just noticed i've been playing w/ commish mode on. waviers off, 40 man on.

I did an expansion draft, and immediately placed all of my younger players on the the trade block. I never received a single offer from the AI, although I successfully offered a few. At the trade deadline, I noticed absolutely no AI trades. In the next winter, Free Agency, absolutely NO AI Free Agent signings. Other teams seem to have sufficient cash.

I feel like I have something set wrong....any ideas?

Replied to your other post- you must set teams to be under AI control.
