Expansion post 2007

I'm playing a historical league and have it set to expand as it really did. If I get to years past 2007 are there any automatic expansions past that built into the game or is it all up to me after that point?

You'd have to do it manually. The only automatic expansions are historical ones, and, well, the future isn't historical.
