Hiring coaches / managers

I have a vacancy on my coaching staff, but can't figure out how to fill it. I can look at profiles for coaches and managers, but there's no option on the screen (that I can see) for actually offering a contract. Am I missing it somewhere?

If you are right-clicking an available coach and not seeing an option to Offer Contract, it may mean you are not actually in charge of the team; that is, hired as GM rather than just acting as commissioner.
