A Question On Running Your Own League

I'm new to this game and want to start running my own league. If you start with, say, twelve teams, will you have to stick with twelve teams or can you expand after a few seasons?
Any help is greatly appreciated.

I'm not certain which version you are using, but yes, there is in-game expansion in OOTP 2007 and OOTP 8.
