[Historical/Fictional] Multiple, Tiered leagues starting with historical financial progression?

I was messing around with creating a new world tonight, just to learn the interface (I need to go through and rename a bunch of logo files before I add everything in) and had a question.

I'm thinking about starting my world in, say, 1950, for purposes of having a long progression through styles of baseball. When I set, say, Japan's leagues to a certain year, it changes all the financials to major league levels. My questions are:

1. Is there a quick way to scale the financials for an international or winter league, without having to manually enter in all the salary tiers and information?

2. Failing this, if I do set the leagues' starting financials manually, what happens in each successive year when new financial settings are imported?

You could start your hist/fic then add Japan as a standard league with 1950 settings therefore making their league very much different than that of the ML.
