"Game Preferences: online features" explanation

In the "Game Preferences" there are three options for "Online Features."

For example, one option is "Use on-line features and content (always download)." Another option downloads replacement files for content which is over one week old. A third option is to "never" automatically download.

What are these "online features and content" which are being downloaded? Is it updating my online league data? Is it updating to the latest versions of the mods I've installed? Is it updating actual gameplay files (a "patch" type update)?

If I set my option to "never" download, can I still manually download updates (to my online leagues, my mods, etc.) and manually install them?

What exactly are the "online features and content" which the game is asking me whether (and when) I want it to download?
