Why create feeder leagues

I'm new to the OOTP world and keep seeing posts talking about feeder leagues. It sounds like feeder leagues are just leagues used to populate the amateur draft instead of random generated players, am I right on that? If so, is it necessary to create these or is it just an optional way to add more depth and realism into your OOTP universe?
