Couple Historical Player Question

New to the game (which is great by the way!), just have a couple basic questions:

1 - When importing a player's specific season, are the ratings based on the stats of that particular season, or the preceding seasons? In other words, say I want to import Barry Bonds playing at his 2004 skill level, do I import Bonds from 2004 (when he actually put up the desired stats) or from 2005 (when at the start of the season he had just finished putting up the desired stats)?

2 - I've noticed that the scouted ratings for players in inaugural drafts, etc. are deliberately slightly off (which makes sense). But if I import a given historical player, will the ratings it lists him as having be accurate or be similarly a little off (supposing he's a free agent or placed directly onto an actual team). If they're off, is there a way I can display the actual ratings instead?
