I am thinking about buying this game and was wondering.

Can you build new stadiums? Do you customize their dimensions and capacity?

Does the owner have to do that? I assume it costs a boatload of cash?

Unfortunately, it doesn't cost any money. You can just create new stadiums and assign them to teams.
