Player creation help

Hello all. I am in the process of creating an Independent League alongside my MLB league. The problem I am encountering, however, is that the players are too good for Indy ball. Rather than having MLB capable stars in the league, I want someone who is much worse...guys who would likely never make the majors. How do I go about fixing this problem?

I have read that I can change the player creation, but I have no idea how to do that for a new league. Help?

You need to reduce the Sabermetric PCM's (Player Creation Modifiers) in the Independent League. By how much, I'm not sure. For example, I use this data for international leagues:

At the start of the 2000 season, there were 71 major league players from the Dominican Republic, 33 from Puerto Rico, 31 from Venezuela, 14 from Mexico, 9 from Cuba, 8 from Panama, 2 from Colombia, and 1 from Nicaragua. Thus, of some 1,200 players in the major leagues, 169 (about 15 percent) were from Latin America.

Dominican Republic 439 .900
Puerto Rico 219 .850
Venezuela 198 .850

*Sabermetric PCM's
I just came up with this for now (I'm still looking at the results); some people might argue with Japan being that far down the list.

For an alternative, you may want to take note of the AAA or AA Sabermetric PCM's in your MLB minor leagues and apply one of those sets of numbers to your Independent League.

Finally, you may want to know more about PCM's and the difference between Traditional and Sabermetric. There is considerable debate about that; I respect my colleagues' opinions but I feel strongly that I have it right in this post from last year (actually, from yesterday but on the OOTP 8 board):
