is there an easy way to adjust the starting cash for all teams in the base 2009 roster set?

OOTP Baseball 10 > database > financials.txt.

But I strongly suggest checking out this thread first, particularly post #67, which has a ready made financials.txt file made by Spritze, who along with Garlon built the neutralized stats database, with 19 times the max cash for all seasons, allegedly all the way out to the year 2109.
