no one can afford to trade

Every time I set up a trade in the "initiate trade" window, it seems like no matter what I set up, someone can't afford the contracts because budget room would drop into negative numbers.

Why is this happening?

Sometimes early on after creation, the league just doesn't have enough money yet to do much. I tend to give the league a little booster cash or jump in media money to work through this temporarily. This will eventually correct itself, but sometimes it takes a few years.
