Manager/Coaches develop ??

All players have a current and a potential rating.

How about managers/coaches and even GMs.

Will a managers/coach increase his skills in the areas he is rated depending on what or will he for ever have the same ratings ??????

The only change I can see is the years he has in management.
Will that have an issue in how he improve.

When turning a retired player into a coach he has very low values, so look for this to be it.
This will force you to let him coach or manage some in Single A or Double A to get his value up to Major league levels (whatever that is??)

I know this issue have never been a big issue in OOTP, but managers and coaches do alter some strategy a bit for a team.

You're right, the influence is there, but slight at best. Scouts, particularly, will grow or decline in their ratings over time. I think coaches do as well, but I can't say with any confidence this is still the case in X. I believe it is, but coaching changes would be an even slower, less obvious change.
