expansion..i may be stupid

i want to do a 2 team expansion, I want to manage both teams in the draft so I can control it (I'd love an expansion setup where I can only allow 1 player per team per round to be drafted, then protect an additional 3 players per team, but i can't find a non-manual way to do that).

At any rate, I'm playing as commissioner, i have 2 human managers, one of each expansion team. How do I draft for both?
