Do expansion teams get to pick in the 1st year player draft?

I am going to expand my league in 2010 adding teams in Las Vegas and San Antonio. Will these teams get to make draft picks in the June 2010 draft? I'm asking because I want to draft Bryce Hunter on the Las Vegas team.

If you add them after the '09 season ends, they should have a spot in the 2010 amateur draft, yes.
