Expansion Draft

Doing a test run, I had it set up where you protect 25 players from each roster, I'm assuming this is 25 out of the 40 man roster you're protecting.

So when I go to do the expansion draft, there are like over 1500 players available and none of the minor leauges except for the AAA affiliates of the new expansion teams were filled.

Two questions --

1. Where did all these players come from? I thought there'd only be like 450 or so players available for the draft (15 unprotected from each of the 30 team's 40 man rosters.)

2. Do I need to fill the AA, A, etc. teams manually ?
