Impossible to trade Roy Halladay?

So ive just got this game and i am having a good time... however, it seems to be impossible to trade anyone for prospects.

Whenever i try and trade Halladay to the Phillies etc. for whatever players, i just get told that Halladay costs too much and they cant afford his contract... How do i fix this so that its possible to trade veterans for prospects???

i had the same problem trying to deal Nick Johnson in my Nats franchise (while it lasted haha).. you could pay them cash but when i tried that the Nats' front office didn't let me.. I ended up trading him to the Redsox along with Willie Harris and prospect Michael Burgess in exchange i had to take on Penny's contract to go along with prospects Michael Bowden and Clay Buccholz

I guess you could try the "Shop Around" option?

You have to find people with cash. Either run a financial report and find people under budget, or after the season, before people start signing free agents, some cash opens up.

It just seems rather unrealistic than big market teams arent willing to take on the contract of Roy Halladay even if theyre hardly giving away anything.

I was looking into this, since my team is slightly over budget, and my owner's not letting me re-sign my free agents, so I was poking around in the league setup, and came across this option, which I just looked up in the manual:

Team Owner Controls Budget?

Determines whether or not the team owner controls the budget. Either the team owner controls the budget, and the general manager has limited use of money, or the team's entire revenue is available to the general manager.
So, if you change that around, presumably you'll have more freedom to re-sign people, and you might be able to shop people around a bit easier. Haven't tested it out to see how stingy GMs are (so, if they're overbudget, will they keep taking on payroll, or will they still not like going too much over).
