Personnel model clarifications

The manual calls Handle Rookies, Handle Vets, and Handle Players the three "managing ratings", so am I correct in saying that these ratings solely apply to the Manager, and are not relevant to bench coaches, hitting coaches, and pitching coaches?

Meaning that hitting coaches, for example, will not be better at teaching veterals or rookies, they will teach all ages of personnel equally depending solely on their "Teach Hitting" rating?

As a separate question, does anyone have a sense of how much each coach/maanger contributes to the development of a team in a particular area? Three managers/coaches affect "Teach Hitting", for example, but is the Hitting Coach more important than the Manager and bench coach, or do they contribute 33% each? Fielding is only affected by two people, the Manager and the bench coach, is it a better strategy to have a bench coach that's good at Teach Fiedling with a manager who is better in the Mangerial ratings, or is it important to have a manager and a bench coach that are equally skilled at Teach Fielding?
