Rookies with inflated ratings

I'm doing a historical set in 2005 and have found that some of my rookies are ridiculously high rated. Is this because they have so little experience from which to base ratings on? Is there a way to stop this from happening?

To clarify, some players deserve this hype but most of the time it is players who pitched ten innings or something and did well and are suddenly super high rated

For example, Adam Wainwright has high ratings despite little experience but he will be good. However, John Rodriguez has crazy high ratings but won't pan out.

You can control this to some degree by adjusting the make bad hitters/pitchers with fewer than X ab's/IP's modifier when importing the league. If a certain player had a great rookie season his ratings will reflect that if you use these options. If you use recalc for historical accuracy the game will automatically adjust each year to reflect a decline in actual performance. (Although I don't use that. I like intrigue of what if this player didn't get hurt and end his career early?) If you need more information I'm willing to go into more detail about these options (as best I can with my limited experience)
